I know a couple wheelchair users who would send it. There are guys here in medellin that ride their wheelchairs in the skate parks.

There must be one who were always more risky but I have heard some change after an accident and think, well what could go wrong now, might as well go for it

It's a thing. It's called WCMX like BMX but wheelchair instead of bike.
Found a video. Legit looks pretty sick. I just can't help but think that the tech still looks pretty primitive, and wonder what future iterations of these chairs will look like.
The chairs are essentially full suspension bmx frames and wheels in the form of a wheel chair. They’re legit.

Access areas at entrances with a gradient of 3% or more must be designed as ramps. With a length of up to 10 m, a longitudinal gradient of up to 4% is permitted. Ramps must be safe to walk and drive on. Drainage must be ensured in the outdoor area.
Ramps in public areas must always be designed in accordance with DIN 18040-1 with a maximum gradient of 6% and without a transverse gradient!
- Longitudinal gradient: max.6%
- Transverse gradient: 0
- Clear width: min.1.20m
- Length of ramp run: max.6.00m
- Length of intermediate landing: min.1.50m
- Height of wheel deflector: min.0.10m
- Height of handrail on both sides: 0.85 to 0.95m with flush finish

Put a winch at the top and this could work..
...along with another person to operate the winch, coordination/communication, and a special harness to make sure the wheelchair occupant does not tip backwards or start skewing left or right mid-flight... and maybe some special insurance.
