He is going to 180 on this later today or tomorrow. He may have thought he'd get an easy win and leave like in Venezuela. Now that it's clear that won't happen, he thinks he can declare that he doesn't need a deal after all and leave.

This is not a real estate deal and he can't just leave. There are too many powerful people in the world who will find this outcome unacceptable. He is stuck and we are stuck there with him.

The reasoning would be: You're right. They don't care. But he will never voluntarily release them and it results in maximum embarrassment.

It wouldn't be a sincere negotiating tactic but it works because they don't need to negotiate.
