It will certainly be a reduced fleet.

How reduced is what matters. The full fleet order was 88, and the article reports various sources as saying we will still be ordering between 72 to 88. So, if the reporting is accurate, it's not anything like the extent of reduced fleet order many Canadians were expecting.
