The movie is Miss Congeniality. It's about Sandra Bullock as an FBI agent going undercover at a beauty pageant. I'm not sure I'd call it a cultural touchstone, but from what I remember watching it years ago it's pretty entertaining.

While miss congeniality is a... movie, the op's screenshot is from "Drop Dead Gorgeous", which is a great satirical movie with Kirsten Dust.

Are you sure? The guy in the pic looks a lot like William Shatner, and Wikipedia tells me he was in Miss Congeniality, not Drop Dead Gorgeous.
