I hope this is something the PRC said, and I cannot rule it out, but that is a little more confrentational than the PRC tends to act. If this is what happened it is a big deal

It's absolutely fake. This is so outlandishly outside of what China would do. The US would have to actual board and take a Chinese ship for them to even consider anything more then a strongly worded letter.
