Food is regularly tested for any poisonous/harmful contaminats. I would assume lamps don't undergo the same quality control

That's been my experience in school regarding the goal of exams
(which is basically the only thing that counts after you're done with school)

To be fair that's a vaccine against HPV, not against certain malignant cells

(also since only cervical cancer gets mentioned: you can develop cancer anywhere, depending on where you get infected with the virus. Throat cancer being very common as well)
