I strongly believe people like this, who actually make and organize those horrific videos/groups, will NEVER be rehabilitated in the sense that they get cleared of these impulses.
Every society is better off if they are just permanently dissapeared from any public interaction.
Slap a drug pump on their backs and have them so doped up they can only shuffle onwards for the rest of their days.

The obituary will be so full of lies it will cause a short term increase in brain hemorrhages both nationally and internationally.
