From my understanding, the wording allows you to play that card even if it gets exiled by a replacement effect like from Rest In Peace.

For 4 mana, it's expensive. Could work well with a Ketramose-style deck though.

2 mana Phyrexian Arena with a small upside instead of a small downside sounds a bit above rate.
