You can always install another DE: https://docs.fedoraproject.org/en-US/quick-docs/switching-desktop-environments/
And then you can remove KDE Plasma by running
dnf remove @kde-desktopbut I'd advice you to take a good look at the packages being removed and evaluate whether it'll remove anything critical. I'm not going to say this won't cause any issues, but you can always try it - just make backups beforehand.
