It was always supposed to cover everyone....
But moderate demand united with Republicans to stall, giving healthcare companies time to start their own insurance programs tied to insurance.
Once those existed, they put Americans against each other.
Why pay for others when you got it "free" from your job?
Once momentum was stalled, they shifted the payments on employees
