Hong Kong has a population of 7.5 million. 1.7 million is definitionally a minority among the 7.5 million, and again, the majority of people are happy to no longer be colonized by England. I know hating democracy and loving colonization is your thing, though, so your logic checks out for why you'd be so confused.
