Seems like the goats kind of get a bad deal here.
The goats are just victims of needing to make an analogy, comparing the sorting of different types of people into two groups as easily as a shepherd would tell a sheep from a goat. It's not strictly about sorting the good from the bad so much as painting a clear picture to an audience familiar with pastorage. He's basically saying "Jesus can trivially see the difference between a good person and a bad person".
