I think this explanation has worn pretty thin given how many terrible scandals Trump has just sailed on through without consequence.

I suspect the real explanation is simply that Trump has a tiny little boner for Putin and so is easily wrapped around Putin's finger every time they talk.

If it's not just a scandal, but something Trump would actually have to go to prison for, I think it would still be very significant.

No, the point is that Trump is beyond going to prison for anything in the US. He owns the justice system, and he knows it.
