If there are enough people in both sides to have a debacle, then just make it optional.

Over simplified by comment: almost no one profits from those other investments. That said, I agree with you that the profitability is very focused. And America still is a huge weapon manufacturer, so war is always good for some very important people there.

But at what cost?

You know that this will be used to enforce user authentication for EVERYONE, right? How else do you expect them to differentiate between children and adults, given that they will never stop tracking the adults!?
