When one of the people being interviewed leads the Republican Party of Alberta, it's hard to believe they're anything but American shills. But there will be Albertans who think it was purely a coincidence that led to such a catchy name.

I haven't looked into it recently, and the only answer I recall is "because". Ultimately, the higher the refractive index, the slower the speed of light in that substance. As for fiber optics, the 0.66 c, which isn't a claim I made, could be in part due to reflection increasing the path length, or it could be net speed including repeaters/amplifiers, or something else.
c is speed of light in a vacuum. Light does go slower in other media. This is why refraction, among other things, exists. I'm not sure what the speed of light in fiber is, and it may be very close to c, but it will not be c.
They, too, are aware of the state of the world.

But this reminds me of a joke.
A cop is doing his patrol on the night shift and notices a car parked at the local makeout spot a little before midnight. The interior lights are on and things seem pretty quiet. He pulls up and taps on the window. The driver rolls it down and asks how he can help. The officer sees a young man and woman sitting in the car, both reading a book. He asks if everything is okay and asks for ID. They both provide it. He notices the girl's 18th birthday is tomorrow and the guy's already an adult. He asks them what their plans are and the boy glances at his watch and says, "Well, for the next twelve minutes or so, we're going to keep reading these books."
