This is most likely more expensive, because you need 2 water cycles. One with a clean cooling liquid that carries the heat from the CPUs to a heat Transfer/cooling block, and then another system that passes river water over the cooling block. You cannot just use the river water directly because of all the sediment and other elements in untreated water that may clog or corrode your pipes.
Because you cannot dump infinite amounts of heated water into a river, it will kill the species living downstream if the river gets warmer than maybe 25 degrees.

Wenn Alkohol im Supermarktregal neben den Lebensmitteln steht, wird er genauso wie Lebensmittel mit eingepackt und konsumiert. Wenn er nur in lizenzierten Shops verkauft wird ist es eben erstmal unbequemer weil man ihn beim Wocheneinkauf nicht einfach mitnehmen kann, und es etwas ist worauf man leicht verzichten kann.
Im manchen Ländern muss man eben extra in solche bottle shops gehen, mit dreckigem Parkplatz, vergitterten Fenstern und fragwürdigen Kunden. Man fühlt sich dort beim Einkauf als steigt man auf der gesellschaftlichen Leiter nach unten.

Every section reads like it's for a product that's only on sale to scam people, and that there might never be a phone, and no obligation to get the deposit back.
The problem in the US is that everything is to far from everything else thanks to low density, sprawling suburbs. Public transport works best in high density neighborhoods where they constantly have enough passengers that allows for a bus every 5 minutes. The other difference is that in my city you don't get any free parking, because the land value is insane and parking garages charge something like $10/h or so. This means for me driving into the city would be expensive, inconvenient and slow because of the traffic lights on every corner, so bus or tram wins every time over the car.
