That's one of the core spellcasting *mancy domains. Maybe in gurps? (The amount of people who can fact check me about gurps is statistically small, even in an RPG community)
You could definitely build Anomancy in GURPS with one of the alternative magic systems, probably Magic as Powers or Ritual Path Magic.

I promise to be more judicious in accusing misleadingly labeled images of being AI slop in the future, when in fact they may be photoshop relics of the past, if it will make you feel better.

Have you ever considered that the reason you think we live in a "world swimming in AI slop" is because you falsely assume everything is AI slop?
