This is really common in America's Pacific Northwest like Seattle, and probably anywhere that it rains lightly but frequently.
People just walk around in normal clothes like cotton hoodies because you basically have to be exposed to the rain for like ten minutes before you're actually wet.
Honestky, even in heavy rain I rarely see anyone use umbrellas anymore.
Hands are also full, no? I usually need a free hand to hold an umbrella
