Which word works better as third alternative to monarchy vs Republic?

Suppose we are talking about a specific kind of theocracy.

A theocracy that is neither monarchy (no hereditary or dynastic succession), at the same time this theocracy is not a republic (no electoralism, at least not from the general public).

The reason I don't wanna use the word theocracy is because we have theocratic monarchies (Saudi Arabia) and theocratic republics (Iran). So I'm looking for a word that works more so for Afghanistan and its possible equivalents.

Something with clergy in the word.

My two choices are clericarchy and clericracy.

Between clericarchy and clericracy, I'm looking not for the better sounding word, rather the word that denotes clearly it CANNOT be monarchic NOR republican.

Like a third system if you will.

Which of my two options fits that better?
