25C and up. Below that, I require at least a light jacket. Below 20C I require a hoodie/thick jumper.

This is also dependent on wind chill and direction, humidity, cloud cover, etc

Any time. But I'm always warm so results may vary.

I don't go by temp. I go by the warmth of the breeze.

With no wind and sun out you could get away with low single digits. High teens with clouds. Low 20s with a breeze

Idk but all last week and this week has been short sleeve polo weather for me. Winter is over as far as my wardrobe is concerned
