The Soviet Union has been gone since 1991, so it's actually not even a tiny bit ironic.
Well, it makes sense if you interpret both the Soviet Union and Russian Federation through the lense of state capitalism. IMHO, it's the worst possible and most aggressive kind of capitalism, which does not have checks and balances. In modern Moscovia with its personalized mafia cleptocracy, it gets even worse than in the Soviet Union that operated on somewhat collective decision making. Hence the lawlessness, raider attacks and shootouts. And of course, aggression toward neighbouring states.
