So it's a synthetic cannabinoid... basically a retread of the 'spice' thing, but easier to conceal. Why could they not do this same thing with fentanyl though?

As far as "more lethal than the crack epidemic", it's just shitty synthetic weed. I have serious doubts about the expertise of correction officers about drugs. That's not their area of specialty or education.

Why could they not do this same thing with fentanyl though?

In a way they do? If I'm remembering correctly there was a wave of kids ODing in Canada because of fentanyl patches going around, and they were cutting them up and sucking on them or something. The patches are like nicotine patches, and the distribution of the fentanyl was/is uneven, so enough for a dose one time could be 5× the dose the next.
The patches are for people who have long term chronic pain. They're meant to be absorbed over a full day for pain management.

People often scrape the goo out of the patches and smoke it.

Those are a manufactured medical product, like the lollipops (wouldn't be surprised if there are counterfeits for each like of pills, though). My guess is putting it on paper would be somewhat dangerous for anyone who handled it.
