Even better: vampires can be produced. Found guilty of genocide or some other unforgivable crime against humanity? You get bitten, and turned into another vampire, so you can produce green power for eternity.

I'm not sure making all the most heinous criminals immortal is as good an idea as you think.

And also making them eternally vengeful against those that tortured them for untold years, decades, generations just for power?

I mean, cut off the blood supply and leave them as ash. Seems like keeping them under control is quite feasible.
