SherpaTTS is Foss and works offline after downloading voice data
Flawless speech(stumbles on numbered bullet points a bit)
Try the southern_English_male_medium for a starter voice(in the Piper models)
After you download a model, turn off Network Permissions for a completely offline TTS.
Gonna keep trying but it is definitely not working out of the box...
For me with the high models it takes like 20-30 second pauses and if the text is long enough then it just stops completely.
Yes, it can be resource intensive. Use mid models for best performance
