If you're okay with bureaucracy, why not donate to one of the many humanitarian nonprofits that are working on poverty alleviation? eg.

The first thing that comes to mind is setting up scholarships/bursaries for underprivileged school/college kids. Your local school district or community college or University will be happy to help set that up for you.

Aside from that, it could potentially be challenging to do direct cash transfers without setting up some level of bureaucracy to help with the vetting/qualification of deserving individuals
