It simply does not matter what laws, roadblocks, rules they do. Anyone with a little knowledge will transition to TOR, I2P, DC++, magnet links, peer to peer networks, or another network that can not be blocked or traced. As more people migrate, the network will improve. Likely someday IPTV can be P2P reliably and than nothing can block it.
