I'd imagine most people do stand up. But if you're drunk, it's hot, the water is cold enough to put you in shock and you have to contest with currents and debris; all of a sudden it's not so simple anymore.

That General is a part of the Russian armed forces, hence he is a valid military target. Zelensky is a civilian leader.
