What? No. Arson usually covered on standard policies. Most likely what would happen in the scenario portrayed here is that insurance would go up and future insurance contracts would specifically exclude arson / vandalism.
The psychological reaction behind a victim's response is varied and largely unknown. There are many, many factors at play. Fear is a large part, for sure. Our media tends to portray victims poorly - and people react poorly as well. There are so many factors at play that usually culminate in "it's better if I just keep quiet". Just like similar factors come into play when it becomes public and now you're feeling pressure to also speak up.
I don't even know if I'm diagnosed. My psychiatrist started treating me for it and it worked wonders so.... Maybe? I've just never bothered asking.
Honestly I left proxmox/virtualization OSes a while back for simple RHEL. I have Docker for most everything and the few things I need full virt for the features Cockpit provides are more than enough. If I ever get back into clustering I'll look at proxmox again.

I mean if just the community is toxic I just wouldn't participate - if it's some negative trait is that. I can use a tool and not contribute to that toxicity.
But for moral issues like supporting a project that I'm turn supports fascism, homophobia, etc. I will protest by simply not bring a user. I don't make this part of my identity, I probably should though - I don't check these things, I only find out.

I would say it'll catch people who find a comic already stripped of attribution and want to reshare it, but that's fine - the onus of fixing that / properly sourcing it should be on the one (re)sharing it.
