Why aren't masked and armed individuals with weapons and no badges, that make attempts to abduct people, being shot?

Never seen this one colorized.
It's come in handy for so many of these types of things that I've lost track. Occurrences line these aren't a concern anymore, just find out make a model and boom, good as if not better than new.
I now have a dark hope that one of the writers sees this, includes that exact dialogue and prompts the actress to break the 4th wall with a smirk
