Are the Leaders responsible for all their citizens? Or should this individual with advanced physics as a magical system force them to follow his directives? Would humanity as a collective even listen or see them as dictator no matter the benefits they gain?

Or should this individual watch as humanity slowly approached the trolly problem? Where it is humanity or every other species. 100s of trillions of species and planet earth. Which lever would you pull?
