States can do it. Elections belong to the States, not federal government. So talk to your state government and tell then what you want.

I ran Linux on a USB for about a year with heavy use and it failed. I thought I was so clever that I could use my computer on anyone else's hardware.
That's not a very precise question. Do I say no if some are immoral? Many? Most? Language and culture are going to be significant distractions to the results.
