The only way that justification could possibly gold any water is if they used the data to exclude those people from consideration entirely since they would have to be documented, and thus already in the system.

But we know ICE isn't excluding anyone at all, especially if they have a vaguely foreign sounding name.

My guess is looking for kids with Hispanic sounding names who have Medicaid but their parents don't.
