Yes they even market panty liners specifically for this purpose.

Yes. Cups/tampons work with swimming

Not as much blood comes out as you (probably) think.
-
Tampons absorb most of it from the uterus, and very little if any gets past the tampon. Panty liners catch the rest.

The vagina isn't just wide open all the time, it's a "potential space" kind of like a deflated balloon (I know, not flattering). It's getting "inflated" as it were (balloon analogy) as the blood enters the top/back of the vagina from the uterus, but the tampon is absorbing most of it. In ideal conditions, the woman (or girl) will change it before it gets fully soaked β that's what the absorption rating is. Girls learn real quick how much they need as the flow changes throughout the cycle.
Disclaimer: still a guy and sisters don't tell their brothers much, wives don't tell their husbands that much more.
Bonus: Think about how often you actually swim. Most people swim very rarely, so it's not an issue that comes up a lot.
When I was a teenager, I was swimming with a girl who got her period (not her first) while we were in the water. My best friend's sister. All of a sudden a pool of blood came up. I thought she cut herself or stepped on something sharp and I went into first aid mode, started moving her out of the water. She pulled me close like she was going to kiss me, but whispered, "I just started my period, get my mum." So I did. Let go of her immediately (she was fine, did not need my help) and went and got her mum. It was all good, wasn't awkward or anything. I think she was 12, 13 at the most at the time, and she was real mature about it. They usually are if you just treat them like people. I saw blood, my mind went to injury, not menstruation, and that's basically all it was.
Cups work great, so it's not complicated
Iβve done it out of necessity (bad timing, on vacation, and well Iβm here soπ€·ββοΈ). But itβs not ideal no. Not something I would do without a considerable amount of hesitancy.
There's nothing "not ideal" about it if you use a tampon, or maybe even a menstrual cup. But if you are a pad user, yeah, I wouldn't do it.
Flow varies a lot depending from person to person, also depends on when during your period you got to swim. So it's not just what's used to contain it
