"blank checks" is a very specific choice of phrase. not "no more money" or "no more weapons". don't trust it.

Good catch! He also knows he'll never be President. He's been a politician most of his life, and was most recently rewarded with a cushy post as Ambassador to Japan under Biden; hasn't done anything under Trump, obvs. His current "presidential run" is code for "I want another cushy job in the next Democratic administration", and "no black checks" means "I'm flexible to bend whichever way you want the policy to run".
