Short of nukes, they're not competent enough to do so and the American economy and the people are not in a position to support a major ground offensive. Nukes probably wouldn't even work to destroy the political apparatus so it would just be mass murder.

I don't think the Army has any nukes. The Navy and the Air Force do.

No fucking clue. Depends how well they've purged the military leadership and replaced them with yes men and psychopaths. I would imagine the leadership of the last several decades would be very strongly opposed, ultimately I don't know if they'd refuse an order form the executive. You'd think nukes would require congressional approval except during a Congress declared war, but I don't think so.

If they don't everyone dies so they're likely to be be pretty motivated to say no. Given that the Soviet military back in the cold war refused to launch nukes I'm reasonably confident the human instinct for survival will override any theoretical respect they have for the executive.
