Maybe relevant in this community:
Philips sold off a number of divisions (such tv's, lighting and others), but not personal health including shavers and trimmers. Can't imagine they're made in the EU, but they are a European company. https://en.wikipedia.org/wiki/Philips
Braun, i think their biggest competitor, is actually not European. They were initially German, but became part of Gilette like 50 years ago, which in turn became part of P&G. I have strong feelings for the company, especially the products designed by Dieter Rams or the later products inspired by them - but if you're set on buying European you'll have to look further. https://en.wikipedia.org/wiki/Braun_(company)
I have two Braun products, a toothbrush and an electric razor and their labels both say Made in Germany
