The ordinance punishes any police officers, janitors, or employees who fail to remove an individual whose gender or sex have been called into question

Sounds like it's time to call into question the gender of every person who sets foot in a public restroom in that parish. Sure, they won't actually enforce the ordinance, but they'll have a hell of a time sorting through the noise.
