It's a longstanding tradition. Republicans call Democrats the "tax and spend" party, while Republicans themselves are the "don't tax just spend" party. Last time the US had a budget surplus instead of a deficit was when Bill Clinton (D) was president. Last time before that was Harry Truman (D).

Ditto for Canadians: Liberals are tax and spend and the Conservatives are repeal taxes and spend. Conservatives are all supposed to be "better at managing the economy" but I've never known a household or business to cut revenue in order to more easily pay for their expenses. Somehow Conservatives have been trying to sell that one since Reagan and all it has done is move more money to the 1% and trash all the country's infrastructure and public programs.

This is intentional, yet many Americans aren't aware despite the author of the strategy being quite transparent about it. It's the Two Santas Strategy and has been in action for decades.
