Depends on the ghost. Some are tied to their ancient burial grounds the house was built on, some are tied to the room they were murdered in, some are tied to the one specific clock on the wall they're haunting because that 7fucking am alarm wakes them up for work everyday goddamnit I will haunt you forever you stupid fucking alarm clock I want to sleeeeeepppp!!

what happens is a ghost dies in a flat? are they restricted to the specific flat or the whole block

Depends on how cheap the landlord is. They might hire an exorcist since the ghost isn't paying rent
