Oh they were doing plenty. In fact the western press had an eldorado for years on making fun of the "wasteful and irrational" Chinese policies of... stockpiling fuels and... investing in the "uncertain" and "immature" solar panel or EV tech.

Also deepseek didn't come out of nowhere. I remember checking one of the five year plans in which they put a lot of focus on development of ai, and this was before chatgpt was released and several companies like google had to catch up.
