Trump does not possess a sense of humor. If he's laughing when he says something be still 100% means it. His supporters will always claim whatever he said was a joke because they still don't understand just how demented be really is.

"I was just joking" is a common trope for narcissists. If he's saying something outrageous, it's a trial balloon for doing it.
