So you're complaining they aren't doing enough. At, least they are doing something. Can't say the same about Hungary. All EU countries are not doing enough. One does more than the other, that's how things are. At least Spain is speaking out, taking a stance. Can't say the same for most other countries.

So we can continue complaining about everything that could be done better, but that doesn't help anyone. Maybe focus your anger at the real issue we live with: the US and Russia. Instead of bickering about who does more, which will only create more turmoil instead of creating a stronger front together. The US and Russia would love nothing more than to divide the EU and your comments fit their narrative.
