ICE is an extraordinary cost to the public purse.

It is a rarity indeed to see any actual evidence before arrest and detainment.

ICE is normalizing street murders.

Any evidence of societal benefit is highly dubious at best.

As a non-American, does this seem about right?

Mostly right, other than the fact that the murdering of people of color by the state's armed thugs, whites, or "model minorities" was normalized before the inception of the USA state. This is what the American state has always represented and has little to do with Trump, other than the fact that he doesn't try to hide behind a veneer of decency and respectability.

They are also normalizing "disappearances", where they arrest someone and then they can't be found in the system.
