Also, Peaky Blinders takes place around 30 years later than your meme.
And there were probably still people in the US that looked like that by then.
There are still people looking like this in nowadays USA.
S1 of peaky blinders is set in 1919. Later seasons, ye, reach the 30s. But yeah, still a considerable amount of time later than 1900.
