I dont blame her. If I had the opportunity to sleep with a dragon, I would take that immediately. Assuming it could pass a Harkness test, that is.

So the only way to pass is speak English? Surely other forms of communication can be viable if we are just seeking understanding and consent

No, English is just being used as an example of being able to communicate. The first one either isn't sapient or is unable to communicate with the person, so either way there can be no consent.
