It's an oil insulated cable, filled with a special insulating oil similar to transformer oil. It's not diesel, or any other type of fuel.

The headline says “causes diesel leak scare” and the article say people thought it was a diesel leak but authorities figured out it was the oil cable leak. It seems to me the journalists were correct.

They've updated the story, they referred to it as a diesel leak three times in the original.

Sneaky pricks.
