So which country is the best for off-the-grid living overall, in special, the legality and regulation?

Any tropical rainforest country where even if the laws are on the books, it would take all of their resources to enforce them. In America, Colombia and Ecuador seem like top options. In Africa, Cameroon and Gabon. In Asia, Borneo (Malaysia/Indonesia) or New Guinea (Indonesia/PNG).
