I've always gone with Netherlands..... Based on nothing except that UK sucks ass and blocks or age checks anything good, and no such obstruction has ever been seen when I've used Netherlands proxy.

I haven't noticed any issues with a Canadian exit point although I guess that'd be on the wrong side of the Atlantic for ya.

Oh wow, i just found out that legally in switzerland, it is not prohibited to download from unauthorized sources. Only the uploading part is illegal. ISPs may still block "unsafe" sites though. So if im using a vpn, its probably fine to torrent.
IRC the Netherlands and Belgium it's also not a crime, you won't be pursued by the authorities.
However, that doesn't stop rights-holders from suing you for damages.
In any case, if you're using a VPN and privacy conscious you should be fine.
This being said, I really should switch to linux.
In most legislations uploading is what gets ya. No one will prosecute you for personal use of copyrighted media, but they might for uploading to potentially thousands of people
I always go to the middle east. They have bigger fish to fry.
There shouldn't be any kind of blocking in Hungary.
Just like Switzerland, Austria is also a good choice - any blocking is normally DNS based and not network based here.
As a hungarian, i dont use vpn or anything like that but never had problem with torrenting. So maybe try hungarian
