I would recommend Clair Obscur: Expedition 33. The hook near the beginning is strong and the story, graphics, and music are all great. Combat system is engaging while still being turned based.

Even though it is not made by a Japanese developer, it is hard to argue that it isn't in the JRPG genre.

Qwen 3.6-35B-A3B (which OP mentioned) would work great as long as you have some system RAM to offload it.

I use Owlbear Rodeo. It doesn't do character sheets (unless there is an extension that does), but I find the tabletop with tokens and fog easy to use.

I use Zola too. I chose it because it is like a simpler version of Hugo and it has a much easier templating engine (it's similar to Jinja2).
